Support to expand trials on observer E-reporting and E-monitoring

 There is now considerable discussion among tuna fisheries management stakeholders to develop and implement electronic reporting and electronic monitoring tools. These tools will enable greater traceability and more effective monitoring and management to support the sustainable utilisation of tuna resources.

 

 

The Oceanic Fisheries Programme (OFP) of the Secretariat of Pacific Community (SPC) has developed and is currently trialling a web-based observer database reporting and management system. The system is geared to enhancing the observers’ work of entering near real-time observer data directly into the database systems of SPC/Forum Fisheries Agency and the relevant country whilst on board fishing vessels .

 

With funding support from the EU-DevFish2 project, OFP hired a consultant to conduct trials of the on-board observer data entry system (eTUBS) in Federated States of Micronesia (FSM).

 

In November 2013, consultant Malo Hosken worked in collaboration with FSM’s National Oceanographic Resource Management Authority (NORMA) in Pohnpei to train three national certified fisheries observers to use this e-reporting system (eTUBS and TUBS) on laptops, and then conducted trials whilst on board purse-seine vessels in Pohnpei.

 

With lessons learned and recommendations for improving the systems noted, further trials will be continued in Solomon Islands in 2014.

 

The latest web-based version is installed and operational at the Western and Central Pacific Fisheries Commission (WCPFC), FFA (for the US purse-seine Treaty Observer Programme) and at the offices of Papua New Guinea's National Fisheries Authority and Solomon Islands Ministry of Fisheries on a trial basis.
